Pawl (42a) at a preset angle to pawl (42b) engages projections 31X, 31Y on clutch plate 31 rotatably mounted on shaft 21. Slow pulling - out of the belt causes slow rotation of inertia disk 36, ratchet wheel 35 and shaft 21. Fast pulling - out of the belt causes inertia disk 36 to lag behind the rotation of ratchet wheel 35 which wheel then moves along external thread 33a on member 33 fixed to shaft 21 and along pins 36a on inertia disk 36 to engage teeth 31a on clutch plate 31 against the bias of spring 34. Clutch plate 31 then turns, projection 31Y pushing pawl (42a) and hence pawl (42b) engages ratchet wheel 24. In Fig. 4 vehicle deceleration or inclination moves member 51 relative to holder 52 to push up rod 53 to brake inertia disk 36, making the engagement of clutch plate 31 and ratchet wheel 35 more sensitive. Friction material may be applied to disk 36 and rod 53. In Fig. 7 (not shown) movement of member (62) relative to holder (63) pushes member (61) which is connected to pawl (42a) to push it into engagement with ratchet wheel 24.
