Professor Ian David Cluckie is a Civil Engineer and Academic who specializes in Hydrology and Water Resources. In 1994 he was elected a Fellow of the Royal Society for Arts and Manufactures followed in 1997 by his election to a Fellowship of the Royal Academy of Engineering. Until recently he was Pro-Vice-Chancellor for Science, Engineering and Medicine at Swansea University and responsible for research across the University. Following retirement in 2015 he became an Emeritus Professor of Engineering and is based in the Zienkiewicz Centre for Computational Engineering in the College of Engineering at Swansea University. From 1997 he was Director of the Water and Environmental Management Research Centre at the University of Bristol and Professor of Hydrology and Water Management in the Department of Civil Engineering. He is a past Chairman of the UK Natural Environment Research Council (NERC) Aquatic and Atmospheric Physical Sciences Grants Committee that encompassed the areas of Oceanography, Atmospheric Science, Hydrology and Geomorphology. In 2003 Professor Cluckie was elected Vice-President of the IAHS International Commission on Remote Sensing and between 2009 and 2013 he was President. He was Chairman of the UK Engineering and Physical Sciences Research Council (EPSRC) Flood Risk Management Research Consortium (FRMRC) for over eight years and was a past Chairman of the United Kingdom IAHS Committee and a former member of the Royal Society International Union of Geodesy and Geophysics (IUGG) sub-committee on Hydrology. He has led research on Extreme Storms including studies at the proposed location of the Severn Tidal Barrage. His area of scientific interest includes Water Resources in general, Dam Safety Engineering, Flood Risk Management, Water and Health and Radar based Remote Sensing. His involvement with China goes back to the 1980’s via links with the Chinese Ministry of Water Resources. This led to considerable cooperation in the area of Weather Radar development and also in real-time flood forecasting. This was focused on the major river basins of China and in particular on the River Yangtze in the context of the Three-Gorges Dam and flood forecasting on the Pearl River. Whilst at Swansea he was responsible for developing strategic links with China and this has led to major partnerships with a number of Chinese Universities and Institutes. This reflects his appointments as visiting professor at Sun Yat-Sen University, the National Institute of Hydraulic Engineering, Anhui University, Hohai University, and in addition he has more recent collaboration with colleagues at the Nanjing University of Information Systems in the area of Advanced Radar Hydrology. Professor Cluckie has been a joint publisher with many Chinese colleagues and he has also lead two China-UK official Bi-lateral visits in the area of flood forecasting. He was awarded a prestigious Chinese Friendship Award in 2015.
