While Tanzania is close to achieving universal primary education enrolment, girls are still facing challenges in education. This often leads girls to lack foundation skills for income-generating activities to meet daily needs. There are diverse challenges such as long distances to school, less conducive learning environment, limited support from community and family. In addition, early marriage and adolescent pregnancy, female genital mutilation practices are critical hindrances. According to the 2016 national-level survey, 27% of girls aged 15-19 have begun childbearing.
UNESCO in collaboration with the Ministry of Education Science and Technology (MOEST), UNFPA, UN Women, other government, and non-government institutions, have supported the Tanzanian government to enhance national and local capacity for creating enabling learning environment for girls. Guidance and counselling services, improved school WASH facilities, youth-led campaigns in schools, and strengthened support from community members are among key achievements. UNESCO’s skills development programmes for out-of-school girls supported them to create income-generating groups. Through a holistic approach, the programme aims to empower adolescent girls to fulfill their full potential and actively engage in society by the time they reach an adulthood.
The project is in its last year of implementation. UNESCO Dar es Salaam plans to produce a documentary capturing good practices of the programme and impact on the beneficiaries. The 5-minute and 1-minute video versions will be disseminated through on- and off-line channels to raise awareness on the importance of girls’ education as well as to increase the visibility of the programme.
Overall objectives of the consultancy
The objective of the assignment is to produce two high-quality videos on the programme “Empowering Adolescent Girls and Young Women through Education in Tanzania”, namely, 1) five-minute version and 2) one-minute short edited “highlights” version of the five-minute video. The main objective of the video is to showcase the concrete and positive impacts of the project through the voice of beneficiaries and to increase visibility of the UN Joint programme. It may look at areas such as:
- Safe Space-TUSEME youth clubs at school;
- Guidance and counseling services on SRH and SGBV at school;
- Improved WASH facilities and awareness in schools;
- Women’s TVET skills development and economic empowerment including in the green energy sector;
- Impact of gender-responsive planning and budgeting in the education sector;
- Impact of parenting education and early childhoold care and education; and
- Increased support of community for girls’ empowerment through education
Short testimonials from girls and boys (in-school and out-of-school students) in their learning environment, teachers (female and male) and parents (mothers and fathers) should be included in the video to illustrate these areas of focus.
Under the overall supervision of the Head of Office and in close consultation with the project coordinator at UNESCO Dar es Salaam and UNESCO Headquarters (HQ) colleagues prior and throughout the production and finalization stages, the selected agency will produce 5-minute long version and 1-minute short version of a videos highlighting good practices of the project and its positive impacts on beneficiaries. The production involves developing a storyline that will be validated by UNESCO HQ and Dar es Salaam Office, synopsis and narration, interviewing with key stakeholders and beneficiaries, filming in selected project districts (Kasulu District in Kigoma, Ngorongoro District in Arusha, Dar es Salaam, and Dodoma), editing, and translation. UNESCO will also provide pictures, branding information and additional information from project activities for inclusion in the production where needed.
In order to achieve the overall objective for this assignment, the following specific tasks need to be adequately met by the videography consultant or a firm, and approved by UNESCO:
- Review existing materials (documents and photos) to create a storyline that is informative, engaging and inspiring
- Obtain the clearance from the Ministry of Information, Culture, Arts and Sports
- Finalize storyline based on comments and suggestions received from UNESCO HQ and Dar es Salaam
- Undertake a field visit to interview and engage with beneficiaries, communities and relevant stakeholders
- Prepare script and narration, edit raw video footage, compose relevant background music to compliment the videos
- Present draft versions of the videos to UNESCO HQ and Dar es Salaam for assessment, feedback and clearance
- Produce two high-quality videos highlighting the impact of the project on girls, and their communities with subtitles
- Provide a brief dissemination plan for the short and long versions
The requested stakeholders to be interviewed for the videos include:
- Beneficiaries including adolescent girls who benefitted from the project interventions:
2 teachers, 2 in-school students, 2 out-of-school students, and 2 parents
- PS Ministry of Education
- Head of Office / Representative of UNESCO, UN Women, UNFPA Tanzania Office
- Submit a suggested storyline for each video to be produced for approval before the filming/recording by 5 April 2021. The storyline should be based on UNESCO's Terms of Reference.
- Submit a draft script for narration and a proposed schedule with specific dates for interviews and filming as well the interview questions by 12 April 2021
- Submit a draft of the documentary (with Swahili/English subtitles) for feedback and approval by 24 May 2021.
- Submit final master videos for the the long and short versions including raw footage, after having integrated all feedback and comments from UNESCO FO and HQ by 28 July 2020
All deliverables must be reviewed by UNESCO FO and sent to UNESCO HQ for approval before implementation.
Duration of the assignment
This assignment is expected to take four months, starting on 1 April 2021 to 31 July 2021.
Expertise required and prequalification
The following criteria will be used to evaluate and select the consultants’ application:
- Demonstrated experience and competency in similar assignments on gender equality in education
- Experience in working with UN agencies, international organizations, government institutions in Tanzania on a similar assignment.
- Two to five years working experience in development of documentary /film production
- Additional experience in development communication and mass communication will be an added advantage
- Clear articulation of capacity and skill, and innovative approaches to carry out the assignment
- The organizational/individual competency to deliver the services
- Clear work plan and articulation of expected methodologies and outputs
- Excellent technical capacity to ensure smooth and high-quality production (video production staff, owner of its video production studio or documentary proof of access to a rented video studio, etc.)
- Expertise of the firm/consultants: video samples of previous works of similar nature as well as a full list of productions completed and in-process: 40%.
- Proposed methodology, approach (creative and inspiring ideas) and implementation plan with proposed timeframe for pre-production and postproduction: 40%.
- Financial proposal (production costs and necessary expenses, transparency and efficiency of costs): 20%
Remuneration and mode of payment
The consultancy’s payment shall be based on the financial proposal developed for this consultancy.
Payment will be made in two instalments of:
- 40 % payment will be made upon receiving and reviewing the storyline and interviewing questions, and
- Remaining 60 % will be paid after successful delivery of the draft and final documentary film.

Management of the consultancy and intellectual property
The firm/consultant will be hired under the UNESCO Dar es Salaam Office. The Joint Programme project coordinator at the UNESCO Dar es Salaam Office will be responsible for the overall supervision, ensuring that the consultant meets the ToR’s requirements and objectives for this assignment.
All information pertaining to this project (documentary, audio, photos, project documents, etc.) belong to UNESCO and shall remain the property of UNESCO who shall have exclusive rights over their use. Except for this assignment, the information shall neither be disclosed to the public nor used in whatever form without written permission from UNESCO and in line with the national and international Copyrights Laws applicable.
UNESCO will release the videos upon completion under a Creative Commons License, which allows free use and distribution for non-commercial use by other users.
